Thomas Lyon, Director of Erb Institute for Global Sustainable Enterprise at the University of Michigan, describes climate change as the ultimate collective-action problem. In the absence of a satisfactory global regulatory structure, hundreds of local and regional climate initiatives have sprung up, some voluntary and some mandatory.
